I wish the Bill luck. I can't say that I'm surprised at the lack of progress
made by the EA. Especially when you consider awful clanger that they have made
with the Fenland Link. If they can't look after their own project how the hell
can they be expected to promote navigation on other waters!
On the Right of Access to rivers. I would recommend reading the thesis by
Douglas Caffyn called 'The Right of Navigation on Non-tidal Rivers and the
Common Law'.
I have to say it's certainly not a light read, possibly a cure for insomnia,
but exremely well researched. It's available from the IWA bookshop but can
also be got from the British Library via your local library.
