 I think you may of missed my point I certainly wasn't suggesting this as a way 
to tax boating, it was just a bit of interest especially when and if the red 
diesel is phased out just what the average fuel consumption is.  I thought it 
would be interesting just to get some idea of the MPG that the average narrow 
boat returns,  and some of the answers so far have started to identify that it 
could be difficult to ascertain but equally not impossible,   as from the small 
sample we have so far,  it looks like its starting to average around 1lt/hr but 
it would be helpful if we could get more people to respond.

  The only sensible measure IMHO but not a lot of use even then as 
  there are too many variables [esp running engines to charge batteries]

  Also not a great way to 'tax' boating. In cars AIUI the rating is 
  based on the original design specification. Whether or not the 
  vehicle continues to meet this can be regulated to some extent by the 
  MOT test process - that little probe they shove up the car's 
  exhaust. I'm not sure that many boaters would enjoy submitting to an 
  annual test to establish the emissions from their propulsion devices 
  which are probably not used in accordance with what was in the mind 
  of the designer of the base engines. You know, things intended to 
  propel BMC vans, buses, cranes, generator sets &c.
