I have to say that I think you are incorrect overall. I agree that, on the
face of it IWA did appear to be slow off the mark with the protest. However,
there was a lot of manouvering behind the scenes within the IWA that did not
appear till later.
I think that both SOW and IWA have, in their own ways, been successful and
complementary with their campaigns. Both have gone for a very different
market. SOW have been great at getting out there and hitting the grass roots
and have used a variety of media extremely well to do so. By being an 'ad hoc'
group they have not been constrained by rules or procedures and have been able
to do what they want for thte greatest effect. On the other hand this has been
a benefit to IWA has it has released them to concentrate on what they do well
and lobby within Parliament and similar places.

Sadly Sue, I'm beginning to think that this may be pure apathy, for which I
would not blame the membership. The fact is, no organisation is going to
survive at grassroots unless it empowers its membership. People are not
stupid. Eventually they take the view if that an organisation is not
interested in their views, then they're not interested in the organisation.
Just look at how slow off the mark the IWA was with regard to the DEFRA
cuts, and how resentful so many in the organisation were when eventually -
thankfully! - SOW showed how possible it was to tap into an active vein of
protest.
Does no-one in the IWA care about this debate?
