Unfortunately the current health & safety climate in schools militates 
against this. Schools have to be so careful that it's difficult to give 
children any meaningful exposure to risk - recently a teacher received a 
reprimand from the GTC (teaching council) because she took her class 
down some steps onto the beach to have their picnic without doing a 
written risk assessment in advance. Not unreasonably most children are 
likely to conclude that adults fuss over nothing; casualties among young 
drivers, swimmers etc. are the result. 'Seaside Rescue' seem to spend 
quite a lot of time rescuing youths who have drifted out to sea in 
unsuitable boats.
