I don't think the members of this list constitute a representative sample of the population, but as it happens I'm with the minority on this one although I've kept quiet up to now. This may come under the category of issues where a minority strongly oppose an issue, while a majority mildly support or accept it's inevitablity. Petitions by definition don't measures this. I do worry however that market-based methods of rationing scarce resources cause problems in a society as unequal as ours. They won't change the behaviour of the well-off and may completely exclude the poor. That is why I would insist not on revenue neutrality across drivers, but across transport so that income can be used to improve public transport as has happened in London (though it is more than the poor who rely on public transport in big cities). -- Nigel Stanley
