That is - to my mind - the worst problem with all of these: worse than the civil liberties argument by my set of values. Adrian's is, actually, the very best for the well off. They only need to be able to pay, but most of the time they won't, because the less well off have been scared off the roads because they can't. It is a very difficult question, no doubt about it.
