Spent Uranium would be more useful as it's more compact. Using such as
ballast would, of course, cause BW to add the use of a Geiger counter to the
boat safety test - this to confirm the stuff was really spent and not about to
go critical when the boat hit the next lock gate and the ballast shifted!
