Excellent! And as well as all the very positive references to the effects of DEFRA's failures on BW and EA, I particularly liked the lessons on report writing at paragraphs 89-109. Form the criticisms of the style of DEFRA's 2006 report one would almost think that the civil servants don't want the rest of us to know what Government does! David Mack
