It has only been in the last 5 years or so that the US authorities released  
the last few bits of positional data for civilian use. I understand they found 
 witholding the info was pointless when it was pointed out (by 'experts' in 
the  UK?) that if you issued a satellite-equivalent signal from a fixed ground  
station then you could use this known position to calculate the GPS position  
without having the whole satellite signal.
