I don't think there's any official rule about how whether the abbreviation should be in capitals or not. The organisation was born at a time when all lower case was fashionable, and has always used as its official logo the words... waterway recovery group ...written like that, all in lower case, in Helvetica bold and with the line spacing closed up a bit. (If you don't have Helvetica, Ariel will do - but some purist is bound to notice the sloping top on the letter 't'...) Some folks have tended to carry on the 'no capitals' thing to all other references to the organisation - hence 'waterway recovery group' or 'wrg' - but I've always used 'WRG' and 'Waterway Recovery Group' (including in our publications and other 'official' communications) and never got into any trouble about it. I also refer to our magazine as 'Navvies' (other than on the front cover and other headers when I happen to have been using an all lower case style for the title font) but some folks write 'navvies'.
