That is your belief.  It is not a fact, no matter how often you repeat
it.  OTOH, a different way of "securing" the property as a formal
endowment to BW could make it very politically difficult for a
government to try to seize it later.

"Proper" only by your definition, I fear.

Anyway, what you suggest is exactly what we've got now.  Great
success, isn't it?  

AIUI, BW has given up trying to get a "contract" with the government
to assure that BW gets a previously-determined grant each year,
because:  (a) The government won't sign such a contract, and (b) If it
did, it wouldn't be worth the paper it is written on.
