Quite possibly - but it will not be seen as a revenue-raising  
initiative. Rather, it is a compliance (with EU law) issue, and  
there's nothing worse than being a non-compliant bureaucrat, so  
they'll spend what it takes. It's a mad world, but it's the one we  
live in...
