I believe that stretch of land was left to the local authority in somebody's will - possibly the Mrs Lindsay you mention. Part of it is allocated to public mooring with a 24-hour limit IIRC (although I don;t remember anybidy appreaing to enforce the limit on the ine occasion when we over-stayed). The adjacent stretch is marked "no mooring" in order to keep it free from anglers. I understand (from a local boater) that in the close season for fishing there's no objection to boats mooring on that section as well.
