They can be purchased direct from the Environment Agency online at 
<http://www.environmentagency.net/subjects/fish/399730/?version=1&lang=_e> 
or from post offices.

You may also need a day ticket or club membership to fish a specific 
stretch of water. On most of the canal network day tickets are available 
on the bank - a bailiff will (possibly) come and collect the payment and 
issue a ticket. If you're just fishing for a couple of hours after 
you've stopped for the day then you are unlikely to see the bailiff 
though.

Note that unlike in the US almost all UK fisheries are catch and release 
and it is an offence to remove fish.
