They can be purchased direct from the Environment Agency online at <http://www.environmentagency.net/subjects/fish/399730/?version=1&lang=_e> or from post offices. You may also need a day ticket or club membership to fish a specific stretch of water. On most of the canal network day tickets are available on the bank - a bailiff will (possibly) come and collect the payment and issue a ticket. If you're just fishing for a couple of hours after you've stopped for the day then you are unlikely to see the bailiff though.
