What is "God"?

The government has said that BW has to charge market prices.

Your premise is incorrect, so your conclusion is invalid.

BW is going to letting moorings on a three year term from now on.  At
the end of the term, the moorer will be able to renew.  There will be
no bidding for the mooring at that point, as auctions are going to be
used only for mooring *vacancies*.
