My response:-
I think the problem here is that economic rationality often fails to put 
a price on what people value - for example last week's TV programme 'Lie 
of the Land' argued that the economic pressure for cheap food often led 
to the destruction of what people value in the countryside, especially 
humane animal farming, e.g. calves being slaughtered at birth because 
only milk has value.

In the canal context, it's the historic artefacts which are at risk - 
for example private owners can maintain historic boats but need moorings 
within easy reach to carry out the intensive maintenance which historic 
boats need.
