  Plenty of people. We produce a State of our Waterways Heritage
  report
  each year. This is from our Head of Heritage, Nigel Crowe, widely
  appreciated as an expert on waterways heritage, and ex English
  heritage.

While I'm in agreement that the waterways buildings are important, and 
that BW is doing what it can to preserve them (though the modern 
developments are another matter.....) I feel it's boats and techniques 
which are at more risk.

For example, there are a couple of items on horseboating in the current 
WW, and the point is well made that boathorses have great crowd appeal. 
However, keeping horses humanely (including after they stop being able 
to work) is expensive and I was surprised to learn a couple of weekends 
ago that dead horses are now classified as hazardous waste so they have 
to be incinerated - another major cost. At present aspects of heritage 
such as this depend on private individuals who are willing to bear these 
costs, and horseboats pay market mooring rates like any other boats.
