It would be pointless to operate it, as the DLR viaducts beyond are not much 
higher than the railway lift bridge in the down position. All would be come 
apparent if you look at:

We did not find out who we needed to contact to open the new, low pedestrian 
lift bridge, just beyond the railway lift bridge, because an explo showed it 
would be OK for us to get under, if early on the tide.
