Nah, t'wasnt BW, although that's what THEY would like us to think. 
 
It's a dastardly plot hatched up by DEFRA and the Home Office to 
persuade us that BW is so desperate to take over the rest of the Port 
of London (they've alreadu got one bit which nobody else wanted) that 
they've become an Al-Quaida front, and the Cutty Sark fire was them 
trying out their weapons of mass destruction, to make sure that it 
takes no longer than 45 minutes to deploy them.  Thus discrediting BW 
and so making DEFRA look good in comparison, and at the same time 
giving the Home Secretary an excuse for yet more swingeing extensions 
to the Prevention of Terrorism (failed) Act.
