Ah, but Statism creates a similar underclass, except it is *much*
bigger.  I think the technical term is "averaging down".

But yes, a modification is needed, to assist those who do not have
enough resources to participate in the market for necessities (i.e the
very poor).  My preference for the required intervention is "give them
money".  Much easier to run than benefits, subsidised services,
waiting lists, etc., and almost certainly less expensive in the end.
Some of the recipients will blow it, of course, but I think most will
spend it sensibly on stuff they really need.  Probably doesn't include
boating, though.

But (dear Prudence) don't try and get any of it back later if you
decide you were too generous.  Really bad plan.
