I used to have a farm mooring which constituted £100 a year to the farmer for access, parking, storage of Wheelbarrow, etc, and £200 per year to BW for a 'Mooring Permit' If I went on an extended cruise, the mooring was still mine and no-one could moor on it, but I was able to cancel the mooring permit as I wasn't using the mooring. I would then weekend between boatyards, marinas, and boat clubs, using only those who charged reasonable rates. If they charged too much, I went elsewhere, there are plenty around offering short term mooring. I paid as little as Free to boat clubs, and as much as £30 for three weeks car parking!! but never more than £10 a week. It just takes a lot of telephoning, a bit of planning, and a small boat that can squeeze in.
