The Government has no plans to privatise British Waterways. My immediate response is to ask the question 'So when does the Government anticipate their plans will be in place?' It's the standard response to a situation such as this and it allows the government of the day to go either way without being criticised. For example, if privatisation was actually implemented we couldn't say the government was acting in contravention of a public statement when the statement is phrased in such a way that no options had been ruled out.
