Are you asking me "why are they any different" or "why should they be 
any different"? :)

Generally there _aren't_ many flood notices. BW rarely issues them. Local 
offices have their own arrangements for setting traffic lights, changing 
signs (like the ones at Barton Turns/Alrewas), etc. etc., but formal 
notices are not generally issued - though there are exceptions.

Consequently it's a bit harder for Waterscape to insert itself into the 
"process", because there ain't no process to insert into. When I 
worked at Waterscape, we started the stoppage system off by simply 
insisting that every local office added us to their existing stoppage 
(e-)mailing list. When a mailing came through, we manually added it 
to the site. Given that there _is_ no existing flood list, this isn't 
so easy.

I also suspect (and only that) that decisions to close navigations for 
flood reasons are taken, or at least ratified, at a lower level than 
decisions to close for engineering stoppages. 

Obviously, none of this alters the fact that flood notices should be 
on there. But don't shoot the messengers - they're trying their best!
