Apologies if this has already been posted but I'd not seen it before 
today. HMRC have a consultation on the options for the way forward with 
red diesel which runs until 31 October 2007. Responses from private 
users are being accepted:

It makes for quite interesting reading. The preferred option is to keep 
red diesel but for the retailer to assess the customer's eligiblity to 
use rebated fuel and collect the extra tax accordingly.

Another interesting comment is about enforcement:

"We estimate that the revenue gain from the expiry of the boat 
derogation is in the area of £10 to £15m a year."
...
"HMRC’s enforcement effort must be proportionate to this risk. Taken in 
the context of a total yield of £24bn (05/06) from oils, the private 
pleasure craft industry would account for 0.06% of the total revenue."

Sounds to me like they might just want to turn a blind eye to flouting 
of the rules. What do people think?
