The cost of achieving navigability is surprisingly small.  There is
some evidence that the Avon was once navigable right up to Coventry.

The engineering is quite simple (although a lift or flight of ~4 locks
is needed at the Avon/GU junction).

The money involved would be raised specifically for this project.  It
would not be out of a general pool which might otherwise be applied to
BW's maintenance budget.

If you know the answer, you don't need to ask the question. 

 Although it would be a *broad* (i.e. not wide) circuit, actually.
Also non-tidal, and full broad beam (4.3 m, as opposed to the 3.6 m
beam of the T&S).
