It is steel, built in a U section in the front well, making step down 
to enter the boat.  I doubt if it is lined with anything.  We have 
had the boat about 4 years and have not done anything with it in that 
time. It is not certain that there is anything wrong with the water, 
but it is time we cleaned out the tank anyway.  As was pointed out 
some time ago when this sort of discussion came up, houses have open 
water tanks in the loft often, and can be full of all sorts of 
nasties, so it's a wonder we're not all poisoned more often.

Thanks for all the advice folks, I'll let you know if I find out
