I am an administrator - do not trouble me with these petty details!
I guess what I'm setting out is the alternative vision of broad based
public funding rather than relying on a diminishing supply from Defra.
It would of course take a lot of skilled lobbying by BW's Chairman and
CE, which in turn requires commitment from them, so probably a change
of personnel for a start.
The idea (raised I think in another place) of announcing that some of
the recently regenerated lengths will have to be reclassified as
remainder waterway as BW doesn't have the funds to maintain it to
cruiseway standard would galvanise the LAs concerned to do there bit,
perhaps. The idea of taxing waterside properties in view of their
increased amenity value is new, I think (and down to Sheila, let me
say)
