Snopes is always a good place to check out potential hoaxes, and this 
one is there:

That page includes a letter almost identical to the one Dave quoted, 
collected in 2004. The hoax itself goes back to pre-email times in the 
1980s, when the claim was that this was an initiation for Hell's Angels 
in America.
