to the reservoir's last two independent inspection reports. Their
interest in this reservoir appears has less to do with safety but
more concerns to do with its proximity to a large built-up area.

This sort of issue was one discussed at the SOW meeting yesterday - the 
concern being that if a canal structure was seen as being at risk of 
breaching, the 'lay' response would be to dewater the canal and remove 
the risk. However, it was pointed out that in many cases, the affected 
canal has become integrated into local drainage or water supply 
arrangements so dewatering would not be possible.

Actually, I can only assume that the Blow-up Bridge incident is not part 
of Al-Qaida's bedtime reading. If I was Osama bin Laden, I'd hire a boat 
(probably under a different name), take up the ballast slabs and stack 
them against the windows to provide shrapnel, fill the cabin up with 
fertilizer mix, moor it up outside the Mailbox, light the blue 
touchpaper and retire before BW slapped an overstaying notice on it.
