I have the answer to this, it involves fitting a timed shower valve 
available from Screwfix (No.65124) in the toilet inline with the WC. To 
operate press the timed valve and then flush as normal, after 25 
seconds if the WC flush valve fails to seal then this one turns off the 
water.
They had them fitted to the toilets on the barge we holidayed on last 
year in France.
