Adrian I disagree government agencies are there to further the careers 
of those employed in them. This is best done by growing larger and 
employing more people. Every time you can increase the size of a 
department  by about ten you can justify splitting it in two (in the 
name of good management of course) and getting promotion to look after 
the two departments.

EA is what happens as a result of merging departments as a quick way of
