I was told by a BW chap that they don't have to put the numbers up - it's just 
suggested - but when you want to get ahead in BW you have to score brownie 
points with other BW know-now'ts. Us lot don't count - we are just the 
customers.
 
 Anyway, elsewhere didn't a senior BW say that consultation is them (BW) 
telling us and then doing it whatever we think.

Why *do* they keep doing this? They are grossly under-funded, many of 
their customer's are heading for a financial state where they won't be 
able to be customers any more. So what do they do:

Answer - conspicuously waste money and cheese off those whose support 
they need. Absolutely bloody brilliant.
