All the locks down the Stockton flight have three bollards on each side 
and every ladder on the towing path side is bent where boats strap to 
it as they come in. Nothing to do with the boat surging as they are all 
bent downhill and the off side ones are fine. But then again you have 
problems strapping to the bollards because if you use the middle one 
you hit the bottom gate before the rope is tight and if you use the 
upstream end one the ladder is in the line of pull.
