The infrastructure needed is now surprisingly inexpensive.  Swipe
cards etc.  

I accept that tolls aren't justified in most situations, because the
marginal cost to BW of a boat navigating (e.g. a km of waterways) is
just about nil.  

However, I believe they are justified where the water is supplied by
backpumping, and where there is congestion (e.g. lock queues), as they
will divert traffic to routes under less pressure as well as providing
additional revenue.
