The windlass was left on the raised paddle through all the speeches, 
with the dignitaries and watching crowds just feet away!

There was also a test of the effectiveness of the deck drain holes on 
the boat carrying the VIP guests, who had to dash into the cabin the 
stay dry:

Readers will be pleased to hear, though, that there were no bollards 
beside this new lock and no cill warning signs attached to the balance
