OK Bruce, might as well beat this one to death!  (And for Beeky's
continued entertainment  :-)

The traffic warden has far more opportunity to generate parking fines,
because:
- the warden will be patroling far more parking spaces than there would
be moorings in a honeypot location
- moorings would be on a 24 hour basis, parking on perhaps 1-2 hour basis,
so for parking there are many more opportunities to generate fines on
the same parking space during any given 24 hour period
- with parking, people often misjudge their time needs (and sometimes
gamble they won't be caught), providing more opportunities for violations.

These factors mean it is far more likely for a traffic warden to generate
significant fines than a mooring warden could at a honeypot site.
