I have heard from a usually reliable source that there has indeed been a postponement. It might, however, just be temporary as a means of being able to deploy the savings (believed to be around £350K) to help pay for the Stourbridge breach. Talking of the Stourbridge breach, examination of BW's Asset list shows that no fewer than 5 sluices in the area are classified as E (bad - likely to fail at any time). A local boater says that they (some?) are overgrown with brambles and there appears to have been no attempt to put them to use. If it turns out that these sluices could have helped, it will be good example to use to get across to politicians that the current funding is forcing BW to cut back on maintenance to the extent that life may well be at risk.
