Isn't that great! We're all pleased when Shaw shows up after the dreadful Gardner, so we spend plenty of time getting to know him and bring up to speed. Then, just when he's able to be effective, the door revolves again and we get yet another new minister. <sudden thought> Or maybe DEFRA doesn't *want* a minister who knows something about waterways.
