It's the old legal concept of 'caveat emptor' - it's up to the buyer to  make 
sure he knows what he's buying, so it's up to him to make all the necessary  
checks and enquiries and not the buyer.
 
This does not apply to houses and I'm  certain that Home Information  Packs 
are a wonderful idea. Oh dear, I seem to have had a sudden fit of  coughing.
