This is one scenario that I feared might happen with these swinging licence increases, and from your observation is starting to happen. I reckon that over the next few years, with BWs' promised further increases in licence fees, that more people will be going unlicensed or blagging moorings, where they can, to save money. We already have a large population of unlicensed boats that BW seem unable to do much about (despite their much publicised clamp down on offenders) so how they will cope with an increase of all types of offenders (licences and mooring) I really don't know.
