When we came up the S Oxford the other week they were piling between 2 
of the locks with no stoppage notice. I e-mailed BW and complained 
about it, the reply is below (note my name):-


Dear Mr Harnser,

Thank you for your email to which I have received today, unfortunately 
I
have not been in receipt of any previous email correspondence so please
accept my apologies for not replying to you earlier.

I have spoken with the Project Manager, Jane Marriott who has advised 
me
that the works carried out at Napton Junction were minimum safety
standard landing works to the short pound between lock 9 and 10.  
Piling
the landings and installation of bollards.  The works did not  require 
a
stoppage, however there were small delays when the plant was moving and
signage was in place informing boaters to check the pound was clear
before progressing to avoid congestion.

The minimum safety standard project covers nearly 200 sites across the
South East waterway.  It is very difficult to plan exactly when our
contractors will reach each location to issue a restriction notice but
in further where the minimum safety work impacts on boat movement we
will issue a restriction notice.

We apologise for any inconvenience that the above works may have 
caused.
