You only get what you pay for.  If you don't pay much, you don't get much. 
If it looks like a great deal then odds are there's a sting in the 
ail...  - I know a few people who have got one of those phone packages with 
"free" broadband - when they complained that the broadband was really poor 
and slow, the reply was that as it was "free", there could be no refund or 
compensation, but they were still stuck in a fixed term deal...  I gave up 
all those "minimum x months" contract broadband suppliers years ago - if I 
don't like my service then I can get out without penalty in one month.
