I am not an expert on these matters but I would suggest that if you 
believe that  pollution has entered the water course as a result of the 
work you should contact the Environment Agency as a mater of Urgency. 
There number is 0800 80 70 60.  Don't be put off by the long 
introduction as they try and screen out people trying to report things 
outside their control. From personal experience once on the case they 
are very good.

Some time ago a lake on private land near where I live was filled in by 
a developer. Some of the locals got together  and took out a private 
injunction  against the developer and won. The developer had to remove 
all the fill and return the lake to its original condition. So there is 
hope.
