Happened to us at Hatton. They'd sent someone down to raise the top
paddles of every lock. We got fed up waiting and re-turned about
four locks before we met them. I was so incensed that I would have
taken their boat's name and number and reported them but the boat
was painted in primer with no name or number visible.

BTW I've single-handed up (and down) Hatton. Hard work!
