I've seen plenty of pump-outs being done for free with a manual pump over 
the years.  Don't forget you are paying for the electricity, pump 
depreciation and maintenance.
3 days for an Elsan - must have been a big one!  2 days for our Portapotti.
Also if an Elsan was charged to empty, you would soon have zero Elsans being 
emptied at the station....  I remember (when first boating in a hire boat 
with a Portapotti back in '73) the hire base supplying a spade - when you 
couldn't find a station (wasn't so many then!).  Charge for an Elsan and the 
spade sales will soar.
