It's difficult to work out what they do or don't feel at the moment. One
thing however is for certain: what they 'feel' is determined by what
maximises their income or minimises their expenditure. In the past it was in
the old BWB's interest to encourage as many boats onto the system as they
could, licensed or unlicensed. This way they justify their existence. They
could argue for the future of a new canal age. Nowadays overwhelmingly the
majority of boats are licensed it's probably in their interests that they
don't move at all. That way BW gets some pay off above license fees for
moorings and minimizes wear and tear on equipment. Or is that just too
cynical?
