Actually, think how inexpensive it is to install wifi connectivity, at
least in some places.  A lot of pubs and Mcdonalds now offer it free.

For example, BW has an office at Limehouse.  Which means a phone line
and a broadband connection is already there.  Why not set up a free
hotspot for the boaters in the basin?

Ah, but someone is offering the service there already (or at least was
last time I checked).  For a hefty per-minute fee.  No thanks.

So, I guess it's mobile broadband for us after all.
