Sure. Expediency is the way to go. Why bother dealing with difficult stuff like whether the identified villain is actually guilty of anything? If he is prosecuted, it must be some law he has broken. I may have views on the quality of the law or the lawmaking process (or the fact that the CPS seem to want to be 100% sure of getting a successful prosecution before they allow action to be taken) but we are still bound by that law.
