I can't make my mind up.  It's not going to do any permanent damage to 
the wall and - if high enough - might reduce the layers of broken glass 
round there to only a few inches deep (or have they got a grip on that - 
they hadn't a few years ago).

But that wonderful - and pretty well unique - lock access by climbing 
over the wall using the helpfully positioned step must be retained.
