It may not be relevant but there used to be a retired BW employee who lived at? 
the top of the flight and who gave the impression that he was the lock keeper. 
Certainly, if you gave the impression you thought he was, he never corrected 
you.

I remember seeing him dressed in blue overalls & walking like John Wayne on 
acid up & down the flight like he was the best thing since sliced bread.
I think he was a reflected glory merchant. I certainly never saw him carry out 
any duties whatsoever!
Anna used to use the tiny office abutting the house @ the top  lock. In her day 
she used to unlock the flight @ 08:00 [a big chain used to fasten the bottom 
gates @ The Fox. Then she would cycle up to the top Norwood lock & undo *that 
one* for the day]
I would have thought it was a cheaper option than the BWB key required present 
system of locking-up. Mind you, no wage is required for *that* I suppose.
